Michigan began deregulation of Electricity in 2002, however, the regulations were changed in 2008. Under Public Law 268, only 10% of the electricity generated is available to the Customer Choice Program. This “CAP” applies to both Consumers Energy and Detroit Edison independently. The Michigan Public Service Commission continues to regulate the market insuring a safe and reliable supply of electricity.
